Rajya Sabha’s last day of winter session: 3 Bills on the table for the day

On the last day of winter session Rajya Sabha, where the session has been extended by a day, is all set to test 3 bills pending for their passage. The session has been extended by a day as the government struggles to pass a constitution amendment bill to provide quota for poorer sections among general category, a bill on the Citizenship Act and one on instant triple talaq.

Quota Bill

Lok Sabha on Tuesday cleared the quota bill seeking to introduce 10 percent reservation for poorer sections among general category aspirants for jobs and educational institutions. The Bill, which was introduced by Union Minister of Social Justice & Empowerment Thaawarchand Gehlot, was passed on the last day of the winter session of the Lower House with 323 members who voted in favor and just three against. The bill will directly affect about 190 million people from the general category if passed today. The BJP government argued that the bill addresses the need to bring the economically weaker to the mainstream while the opposition alleged that the bill is being pushed keeping an eye on the upcoming elections this year.

Triple Talaq Bill

The bill which was introduced in Lok Sabha on December 19 received 245 votes in favor and 11 against it. The opposition parties had staged a walkout from the session in the protest against the bill. The bill provides for a jail term of 3 years for a husband quality of pronouncing instant divorce in accordance with the recent bill passed to make instant divorce a punishable, cognizable and non-bailable offense. Opposition parties have suggested the bill be sent to a joint select committee for further review.

Citizenship Bill


The bill seeking to provide Indian citizenship to non-muslims from Bangladesh, Pakistan, and Afghanistan which was introduced by home minister Rajnath Singh was passed on Tuesday by the Lok Sabha members. However soon after the introduction of the bill opposition parties termed the proposed law as divisive and flawed. The Asom Gana Parishad (AGP) had on Monday withdrew its support to the ruling BJP in Assam over differences regarding the Bill. Rajnath defended the bill saying that the bill was not “Assam-centric” and is not against the provisions of the constitution
