SEFI stresses need to include CwSN in NEP
Hyderabad: The Special Educators' Forum- India (SEFI) has submitted a 23-point of demand to the Union Minister of Human Resources Development (MHRD) on the changes need to be incorporated in the National Education Policy (NEP).
The SEFI national convener Kalpagiri Srinivas said there is a need to include education for children with special needs (CwSN) in the NEP.
In a memorandum sent to the MHRD Ramesh Pokhriyal, the SEFI asked for an amendment of Right to Education Act, 2009 in line with Rights of Persons with Disabilities Act 2016 for Proper implementation of Inclusive Education for Children with Special Needs (CwSN) at all levels of education.
It said State, UTs, and Local authorities need to ensure that mandatory recruitment of Special Educators for every school where CwSN are being enrolled for addressing their special needs at the classroom level.
The SEFI stressed on the implementation of the law of Practicing without RCI Registration in Government Management Schools / non – government organisation / private NGO or School practitioners is an offence under RCI Act no 34 of 1992 under Section 13 (2) for ensuring quality education for CwSN in all States and UTs.
The inclusive education for CwSN is possible only when there is convergence among ministries and line department for proper implementation, it said.
A school-based support team should develop strategies for the whole school to meet the needs of learners with special educational needs. This team should also be a resource for teachers experiencing problems in their classrooms.
Highlighting the steps needed to be taken at the school level, the SEFI said an inclusive school must enable education structures, systems and methodologies to meet the needs of all children, particularly those who face the greatest barriers to achieving their right to education.
